Yes—we do both: black-and-white manga (linework, screen tones, panels) and full-color anime with cel-shading, plus other variations depending on the finish you want.
When are touch-ups recommended for color anime tattoos?

What is the care of a freshly made tattoo?
To facilitate healing and avoid infections, the tattoo must be thoroughly sanitized. To do so, it is important to follow the following recommendations to take care of a freshly made tattoo:
